I am prone to mad ideas like this. During a Wild West game I started ruminating on the Mexican Revolution. Peter Pig do some rules ... So I ordered them. Good read. Pulp Miniatures do Federales, got some, Mexican Bandidos, got some. A couple of history texts for my kindle. Excellent.
A few plastic conversions and some Blood and Steel, or Fighting for Mexico and it looks like a prospect, a real fiesta de balas or ‘carnival of bullets’
The campaign, each Province having a value in Pesos. If the Government keep a Province they get to keep the cash. If the Rebels steal a Province that is added to their victory points. |

How to build all of that?
That huge cavalry requirement is an issue, cost as well as storage.
I think a single big unit of cavalry will suffice. With 18 figures, when needed, it can be broken into as 3 x 6 three mounted units plus the requisite foot figures and a few unridden horses with horse holders.

US - Maybe look at a Sprue of Perry GIs for Montana Hat conversion, or more likely Early War Miniatures 1898, or WW1 conversions.
I would also gather an Apache force to accompany this setup, just a couple of dozen foot, but rate them highly. Keeps the US on their toes.
